Panhllandlers on Federal Hi

Is anyone else out there getting approached by panhandlers.  Seems to be at least a pair of them working Hamburg and Charles St.  My wife was approached on Hamburg a couple weeks ago by a woman claiming with a very well rehearsed line.  Started with "Miss, are you familiar with the area" and went on from there. Last night we came out of the Metropolitan at about 7:00 and were approached by a man as we crossed the street.  His line started with "Are you folks familiar with the city.."  Both of course claiming to be homeless with the sob story.  Funny thing is we saw the woman on Hamburg St again last Friday about 5:30 on our way to Blue Agave (yea, we eat out a lot and patronize our local places.) She had just worked a guy coming up Hamburg toward Williams and when she finished she headed toward Light St, got into a perfectly good car (looked like a tan Toyota)  parked on the corner in front of the bagel shop and took off.  Guess her shift was done.

So a couple questions:
1. Is there a panhandling ordinance in Baltimore?
2. Will the cops do anything if reported?
3. Has anyone else had enough of this invasion of privacy and assault on our quality of life?
